A city that is in a city with an approved population base, adjusted according to the most recent decennial census and the estimated number of people in the county; d. A county which is not a separate city has a population of 5,000 or more than defined by Section 4-4.20, but there is less than 5,000 people per square mile in this county; e. A county that is a separate city has a population of less than 5,000 and an approved population base, adjusted according to the most recent decennial census and the estimated number of people in this county; f.
